Dear Sir,
As
you are aware, with the amendment to the Representation of the People
(Amendment) Act, 2010, w.e.f. 10th February, 2011, every overseas Indian
citizen who is absenting from his place of ordinary residence in India owing to
employment, education or otherwise, and has not acquired citizenship of any
other country and who is not included in the electoral roll, is entitled to have
his name registered in the electoral roll of the constituency in his place of
residence in India as mentioned in his passport. After enrolment, an overseas
elector will be able to cast his vote in an election in the constituency, in
person, at the polling station provided for the part where he is registered as
an overseas elector.
2. The application form for
registration (Form-6A) and particulars and address of the Electoral
Registration Officer (ERO) of the various constituencies in India can be seen on website of Election
Commission of India (http://eci.nic.in). A copy of the Form- 6A and the
guidelines for filling up the application forms are attached.
3. The following are the steps
prescribed for registration as overseas elector and voting thereafter :
• The overseas electors have to fill a Form 6A
for registering themselves for voting in India.
Form-6A is available on the website of the Election Commission of India (http://eci.nic.in).
• The documents required are the relevant
pages of the passport containing name, date of birth, place of birth, father’s
name, place of residence in India,
passport details and details of the visa.
• All applicants may send their self-attested
documents to the concerned Electoral Registration Officers.
• Duly completed Form 6A along with
self-attested documents may be sent by post to the concerned Electoral
Registration Officers (EROs) of the concerned constituency in which they are to
be registered as voters, or deposited with EROs in person.
• The ERO will be the one which
corresponds to the Indian address as mentioned in the passport of the overseas
electors.
• The details and particulars of EROs are
available on the website of the Election Commission of India (http://eci.nic.in).
• After enrolment, overseas electors will be
able to cast their vote in elections in their constituency, if they are
physically present in the polling station along with their original passport on
the day of the poll.
• The identification of overseas electors at
the time of casting their votes at the polling stations shall be done on the
basis of their original passports.
4. It is requested that this information may please be
disseminated to all members of the Indian community to enable them to register
as overseas electors on the electoral rolls of their respective constituencies,
in fulfillment of the objectives of the legislation.
